Are tenants responsible for cleaning when moving out in California?
Yes. Under California Civil Code 1950.5, a landlord may deduct from your deposit only the cost of cleaning needed to return the unit to the same level of cleanliness it had when you moved in. - Normal wear and tear, like faded paint or worn carpet paths, cannot be charged to you.
- Your landlord must return the deposit or send an itemized statement within 21 days.
- Since April 1, 2025 (AB 2801), landlords must photograph the unit at move-out before any cleaning or repairs, and take before-and-after photos of any work they deduct for.
- For tenancies starting on or after July 1, 2025, landlords must also photograph the unit at move-in.

Are tenants responsible for carpet cleaning in California?
Only if the carpet is dirtier than it was at move-in, beyond normal wear and tear. A landlord cannot charge you to clean carpet that is simply worn from normal use. We vacuum every carpet in a move-out clean, but shampooing and steam cleaning are done by a carpet cleaning company.
